With the development of power market, the tragedy of power network planning which compares with the traditional power network planning has been greatly changed. The goal of the traditional power network planning is to minimize the cost of the power network based on certain power service reliability, thus the benefit versus to the cost doesn't be considered. Under the power market environment, not only the reliability cost but also the reliability benefit versus to the cost must be considered in power network planning. In this thesis reliability benefit is defined with the benefit derived from the improvement of the reliability. Because the social and economic benefit is difficult to calculate under a certain reliability, so the benefit is expressed with the outage cost which is derived from economic losses of customers because of the shortage of power or power service interrupted. Through the construction of reliability cost/ benefit can make the value of cost/benefit of power network minimum, the optimal economic and social benefit can be obtained. At last three cases are illustrated and satisfactory results are abtained.
