This thesis describes electrical meter's actuality, finds central problems in current power controlling system, and expatiates on the rule of design and details of realization. The new kind of electrical meter is integrated with microchip technology and fieldbus technology. Under all of the advanced digital technologies, remote switches and breakers can be controlled, and remote signals can be detected and transferred. Further more, the parameters of remote devices can be set up and keep them invariable. Unexpected accidents can be detected and justified in time by analyzing the data transferred from the spot. So, the reliability, security, stability and speediness are all the instinct characters of this new kind of meter.As to the respects of communications of the meter and the whole controlling and supervising system, the fieldbus of PROFIBUS is adapted to transfer data under the base parts of the system after comparing some other different fieldbuses. It supplies a solid fundamental communication function of the electrical power meter. The upper layer of the communication system is relied on computer networks; the special software on this area can be easily used by people who are in charge of the power transfer and distribution network. All the detailed real-time information about status of the key parts of the network from different locations can be show on the screen of the terminator PC.
