Route Guidance System is an important component of ITS(Intelligent Transportation System). The System is the high-tech integrated system of applying vehicle autonomic location technology, GIS (Geographic Information System), database technology, computer technology, multimedia technology and contemporary communications technology. Dynamic Route Guidance System receives dynamic traffic information via Traffic Information Service Center, it also acquires the location of the vehicle via Positioning Module. With the information, it plans an optimal route for the travelers which make the travel safer, less time consuming, more comfortable, and more economic. This paper conducts a research on route guidance strategies and implement in Route Planning Module and its related issues. In this paper, the research on the development of ITS is discussed first. The structure and function of each module of RGS are outlined. Status quo of research on RGS is reviewed. Then this paper researched the road net geographic information system which including the structure of data, method of the data storage and expression in computer, and the construction of topology. Then used the MapInfo, a kind of GIS tool software, designed a kind of road net topologic structure, established the road net geographic information system. According to the traditional path induction method, vehicles lacked the effective adaptation mechanism when transportation condition have changed suddenly, so this paper established the dynamic road network model combining the road section travel time data, implemented the optimal travel-time path search using the heuristic search algorithm, then combined the travel-time forecast module, proposed one kind of hybrid route guidance strategy based on GIS environment. Finally, this paper introduced the way of development and implement of this route guidance system. This paper introduces the development of the whole system using VC++ object-oriented program as designing platform, Access as database, MapInfo/MapX as development tool. Then this paper completed the whole function design in this system, simulation results show that the dynamic route guidance system based on hybrid route guidance strategy is not only viable but also usable.
