With the implementing of separating power plant from power network and generation bidding in power market reforming and the constructing of informatization in power plant, power generation corporations will be faced with more and more competitions as independent ones. Under the new circumstance, power corporations focus their attentions on how to improve the level of general automation and management, dig potential productive ability and optimize resources, reduce power production cost and enhance competitive ability in power market. As a result of constructing of power plant's informatization and requirement of market competition, the implementation of Supervisory Information System(SIS) is an inevitable outcome. Realizing power plant's management and control by establishing SIS has become an indispensable task of power corporations.Aiming at some existent problems and actual situations in current SIS, the paper introduces the database technology of SIS in details and presents a new system structure based on iHistorian real-time database platform. Then, the critical technology is discussed, which includes real-time ability of SIS, data sorting, interface issues, data and network security and so on. The paper also applies some analyzing and designing tools of software engineering such as UML and SPE to design respectively the SIS model based on RUP by illustrating Supervisory and Statistical Information System. At the same time, the demand analysis and detailed design of SIS are explicated, so are several system real cases. Further more, due to the local problems and engineer experiences accumulated in developing course, the theory of performance index- and the ActiveX control of OPC data acquisition are researched and analyzed. In the end, a new frame of SIS based on J2EE mode is brought forward to overcome the shortcomings of the C/S mode system by comparing with another two distributed structures. In addition, the design project is explained at length.
