Electric power companies cover wide range geophically, and their employees always deal with various business and technological problems on travel. Therefore ,they need to communicate with internal office information system quickly, solve usual office affairs conveniently. SMS System is a promising data communication application technology, which can support low-cost data communication between mobile terminals and fixed terminals. This dissertation proposes the UML-based short message open authoring system, which can solve the development problem of redundant development, high cost and time-consuming. This research has its applicative value and brilliant prospect. Further, an SMS application in office system is designed to meet the mobile office information system requirement.After much investigation and practice, based on the concept of open system, this paper proposes a novel short message open authoring system and describes the whole process of system analysis and design. This paper analyzes and summarizes the characteristics of existing SMS services, proposes an pen text-centralized short message authoring system model, which supports short messages authoring without concerning about the technical differences between various SMS services, and help the providers focus on the content. Meanwhile, an office information system-based service model using SMS technology is proposed.During the period of this system, following the principle of software engineering, with the deep understanding of the most popular generalized software development process, we apply the UML and its tools in system analysis and design, finally present a highly adaptive and flexible system model. This model supports open interface of SMS system. This point is very important to the SMS authoring system development. By introducing SMS technology into electric power service, we developed a practical user service system, which have been put into effect. This open SMS authoring system can provide a relatively stable and flexible SMS authoring platform for new SMS services. Finally, we look forward to the future of SMS technology. The research and development of this system have some practical values in shortening SMS service life cycle, degrading development cost and improving convenience of Office Information System.
