Study On Competence Appraisal And Tracking Of Crew

Seaman is the subjective factor in safe navigation. Crew's competent standard, according to the generally accepted international standard listed in STCW conventions, is the standard or level of knowledge, comprehension, technique proficiency which required normally when carrying out the related duties on board.We should built and used a dynamic crew competence appraisal system to accurately appraise crew's competence, fully develop the competence of human resource, improve productivity and provide a new appreciation chance for the development of enterprise. Therefore, it is high time built a crew competence appraisal system based on the actual condition to fully develop and utilize crew's labor resource, and make crew management more scientific, standard and modernized.This paper studies the factors which affect crew's competence, and fully analysis some factors which most affect crew's competence base on the development of crew's labor service. We fix index weight which are used in crew's competence appraisal by Delphi and AHP methods, and make a synthesis decision-making model to qualify the crew's competence appraisal by using the multiple-step synthesis decision-making method. By using this decision-making model, we can easily appraise the crew's competence and provide some foundations for crew management. And an example of application is at the end of this paper.
