AIS which has been reaserched by IMO, IALA, ITU and IEC in recent years is not only used for a water traffic communication and superintendence system between ship and shore, but also used for an idtentification communication system between ship and ship. With the development of AIS technology, AIS has experienced three stages in last years. At primary stage, AIS is only used for a shipborne apparatus to enhance navigation safety. At second stage, AIS is deemed as a powerful and assistant tool for VTS. Now, AIS base station is applied into network, which expediently provides more and more AIS information service to different kinds of clients.Firstly, following the trend of development of AIS base station network, this thesis reaserchs proposed international criterions of AIS. Secondly, this thesis analyzes the function and application of AIS base station in network, advances the conception of AIS base station control software system. Lastly, this thesis designs the information flow and different module of software system, and implements the software by program. Because single base station has been remotely managed in Internet, the share of information stored in base station is convenient to be accessed by different client.This thesis accomplishs a purpose that local client can access base station by network and browse AIS information, including dynamic information, static information, voyage related information and information of the base station report. Furthermore, the local client can broadcast AIS control information and service information, including assignment of a specific reporting behaviour, request for a specificmessage type, safety related message. It lays down a firm base for developing a software system to manage several base stations in AIS base station network.
