Electronic Chart Display and Information System (ECDIS) is a great technological revolution after the invention of radar in navigation. Electronic chart aroused great attention because of its incomparable advantages compared with traditional paper charts. As the official national electronic navigational charts (ENC) phase is complete, the emergence of standards and the IMO ECDIS approval of ECDIS, ECDIS is bound to replace the traditional paper nautical charts which has been used for hundreds of years. S57-standard electronic chart display platform is the basis for achieving all the features of ECDIS, and is the key technology to build the ECDIS. This thesis mainly involves the field of computing in data structures, computer graphics technology and electronic charts, IHO S-52, S-57 international standards, IMO ECDIS display standard.This paper studies S-57 IHO Transfer Standard for Digital Hydrographic Data, S-52 Specifications for chart contents and display aspects of ECDIS and IMO ECDIS performance standards. Firstly, ISO/IEC8211 unpack procedures is designed based on ENC data structure in S-57, and format conversion from binary ENC to system electronic navigational chart (SENC) is finished. After that, the details of SENC designing method are elaborated. In accordance with the S-52 standard and design requirements for point, line, surface, text messages and all other types of objects display characteristics, rational data structure and file structure is designed and all data is output as SENC files; Finaly, logical framework for the complete design, implementation principle of specific functions, and physical organization are finished. Electronic Chart Display platform is designed in VC + +6.0 and the basic functions of ECDIS, such as zooming in, zooming out, moving and other major functions are completed. The display was nearly the same with ECDIS from the SevenCS company from German, which was recommended by IHO. It is in full compliance with IMO ECDIS performance standard.
