Studies Of Evaluation On Sustainable Exploitation Of Water Resources In Middle Yunnan Province

Sustainable development is regarded people as core, taking resources environmental protection as the term, and the social economic development as means, and seeking for the prosperity of the contemporary and the generations. Water resources is linked tightly to people,resources,environment and social economic .Water is the key in sustainable development; its function is the most important factor just like blood for human. Firstly, the development and exploitation of water resources should be kept on sustainable, secondly, water resources exploitation should be satisfied the economic society demands .The both sides are of interdependence. If water resources can't be developed sustainable, the economic society couldn't proceed stable, contrarily. Moreover, without the support of water resources system, society, economic development will be a great burden to work better, and this will may break the ability of water resources system. The evaluation of sustainable exploitation on water resources is a foundation work of management,control and decision. The basic content of this paper includes: stage judgment of water resources system, and its analysis of arrangement ,composite ,cooperation and dynamic .The work that evaluates the appearance -trend and ability-potential of society economy,water resources,water environment that regarded water resource as primary control factor. It not only reflects the development degree or the level at some point, but also predicts the trends of development ability. It can compare differently district on landscape orientation, also measure a district dynamic trend appearance on portrait during a period. The author chose water resources as the research object , and applied the basic theories and methods of sustainable development , took the current ideas and request of water resources synthesize plan as a reference,selected a series of representative targets , evaluated the status and problem of water resources exploitation in the middle part of Yunnan Province .The followings are the main points and conclusions. 1. Make a conclusion of theories and evaluation methods on water resources sustainable development that people already studied. Introduce the present researches and its trend 2.Discuss the condition of water resources sustainable development in the fields of water resources ,present water conservancy facilities ,economic society development and trend; analyze the restrict factors concerned conservations,water shortage in main economic areas, water distribution for urban ,rural and environment ,the diversity of water shortage, water pollution ,lack of finance in saving water ,poor management, and etc. 3. Make synthesize evaluation on water sustainable exploitation of the middle Yunnan , they are: (1) Analysis on water resources quantity (2) Analysis of water supply ability (3) Prediction of water supply (4) Social economic influence of water shortage (5)Water sustainable exploitation; including development level,durative and coordination (6) Stage evaluation of water resources system (7) Approach for water resources system sustainable development (8)Propose the methods of evaluation and the research steps, and put forward some suggestions of the necessary and scale of "Dianzhong diaoshui"water engineering project...
