Water is the resource of life, and the lifeblood of human survival and development. Water resources have potential ability to sustain economy develop of society to a certain extent except absolutely necessarily survival needs to people live. Water resource carrying capacity is a key component to one country or regional lasting evolution, and often restrict "bottleneck" of the human social development in the area lacking of water, it is an important factor which determines the development speed and the scale of human society. It is one of basic prerequisites of ensuring social and economy sustainable development. In order to realize high-efficient, the security utilization, support to economic development lastly and ensure the human economy security, it is important to restrain the development and utilization of water and impact on water environment carrying capacity. Yunnan Province is regarded as one of the main provinces of lack of water in our country; the serious water pollution problem has restricted the development of economy seriously. Appraising the water resource current situation and water environment, exploring effective way to utilize and protect water resources scientifically, reasonably, realizing the use of water resources effectively and safety have far-reaching strategic meanings to the sustainable steady development of national economy and important guidance functions to realistic production.At first, this paper introduces the research status and some conception and theory about water resource carrying capacity and sustainable development at home or abroad, and state the relationship between. In this paper, the author bring water resources carrying capacity problem of Yunnan Province into complex-giant system, according to the characteristic of water resources exploitation and utilization in Yunnan Province. Further, a model for water resources carrying capacity research on Yunnan Province is set up in term of sustainable development. Then the model's evaluation indexes are classed. According to the data, the paper computed their indexes. Made the correlation analysis from fore aspects such as water resources, demand and supply water, social economy level and environments and filtrated some indexes have high correlation. Compute the water resources carrying capacity in Yunnan Province by factor analytic approach. The result shows that model could be better reflects the statue of Yunnan Province water resources. Finally, according to the outcome of model, the paper analyses existent sustainable utilization problem in Yunnan Province's water resources sustainable development and utilization. Combined the fact of Yunnan Province, the suggestion and countermeasure are proposed for sustainable development with water resource sustainable development as core and district sustainable development as goal.The sustainable use of water resources is an important guarantee for the sustainable development of economy. The existing water management system, with various government departments sharing responsibility and giving often contradictory orders, makes management difficult and worsens the conflict between short supply and rising demand, thus making it hard for water resources to be sustainably used and effectively preserved. The lack of a rational water pricing mechanism slows down the formation of water market and hinders the development of socialist market economy, making rationalized use and control of water resources impossible. Action must therefore be taken to carry out reform on the existing systems for water management and pricing, systems that are really remains of the planned economy, so that a unified approach can be adapted to the management of water in both rural and urban areas. The present situation and problem of water resources in Yunnan Province were analyzed in this paper and main countermeasures were put forward for sustainable development and utilization of water resources in21th century. Suggestions were made to renew the old concept and highly strengthen the consciousness of water value, make good use of local water resources, develop the distributing and dispatching system of regional water resources, implement high-efficiency water using technology in agriculture, control pollution to maintain ecological balance of water resources, improve the system of legal management for proprietary rights of water resources, strengthen the government control to the water resources, and establish a rational price system.
