Electrical power system equipment maintenance management is an important part of grid dispatching operation management decision processing. Its key contents are the management of maintenance scheduling, and applications presenting, making up, signing, sending, performing, which is necessary for the power system's safe, economic, stable operation and the quality of power supply.As the revolution of power system is going on, the power system keeps increasing with the economics' development and the quick increase of requirement on power supply. Because more and more new devices and technology is put into use, the dispatch department faces the challenge of more maintenance tasks. At the same time, with the improvement of power system automation level, maintenance jobs are required to be efficient and quickly performed with the guiding of various maintenance applications, however , power system equipment maintenance management is of obviously processing operation rules and characters, because which involves several departments and needs numeric persons cooperation. Hence to research and develop process-oriented maintenance application service management system with co-work mechanism and ability to deal with unstructuralized information, is one of the efficient ways to realize automation of power system maintenance management process. Which resolve low efficiency and less security and Tightness caused by traditional personal management mode, provide decision for grid dispatching operation management, insure electricity power utilityobtaining maximum economic and social benefitsThis paper analyzes the advantages and disadvantages of present maintenance application service management system, and with years of practical working experiences, basis on the structural characters and requirements of development of networks dispatched by area dispatching department, presents the method and thinking of building up a new model of maintenance application management task for area dispatching department. For concrete task process mode, the paper sets up a reasonable maintenance application working process mode, makes the rules of maintenance application to be followed in dealing, transmission and performing, normalizes the maintenance application management process. Area dispatching maintenance application service management system used by area dispatching management department is developed, with object-oriented analysis and design method, advanced and developed programming technique, database and network communication technique. The system fully utilizes present MIS system and local network resources, realizing computer assistance decision in maintenance application service management work. Meanwhile, according to the structural characters of network equipments dispatched by area distributor, an optimal model for area distributing department is presented. Which largely reduce engineers' labor and improve economic benefits as well as work efficiency. The computer control and management for the whole processing of maintenance application are realized, which make power system equipment maintenance management improving and turning from experience type to analysis type, thus arising technology level of dispatch operation management department. And the grid safe, stable, economic and reliable operation is secured.
