Shanghai Environment Group WTE Management Company Laogang facility (also known as Laogang Waste Incineration Power Plant) is one of the largest waste incineration power plants throughout the country. Equipment maintenance has become one key part of daily operation. Making scientific maintenance decision for equipment maintenance can not only keep the stability for the operation; reduce unplanned outage, but also increase economy of equipment operation which can make maxim benefit.This paper studies from the #1 boiler and related project of Laogang Waste Incineration Power Plant. It analyzes the main existing problem of equipment maintenance. Then, based on work breakdown structure of boiler system, turbine system, electrical system, thermal control system and integrated system, working procedure is confirmed. Later, with using work activity network planning chart, it is necessary to calculate ES, EF, LS, LF schedule to acquire time difference of working procedure and identifies key route as a result. Finally, with main resource allocation, safety management plan and quality control plan, progress management has been established for analysis. Since then, with detailed plans for maintenance and effective measures for safety, progress and quality guarantee are developed for better equipment maintenance. This paper helps to standardize equipment maintenance and let it become ISO standardization.
