After China joined WTO, the container transport in our country faces great development opportunity and the throughput in each main container terminal keeps rising accordingly. At the same time, a widespread problem terminal operators meet is that, in order to save the cost, the shipping company requires the terminal operator to improve the ability of handling large container vessels, reduce the time of the vessel settling in port and increase the handling performance in an hour when or before the development of the upsizing container ship; on the other hand, in order to attract vessels to berth, terminal operators should provide the most competitive handling efficiency and service, reduce the operation cost in utmost and improve the enterprise's competitiveness.The above-mentioned problem is not only related to the harbor waterway, the fore-dock depth, the amount and performance of the fore-dock machine, the process and efficiency of loading and discharging as well as the ingathering and outputting system, multi-transportation management and the policy of the port etc.This thesis focuses mainly on the optimized dispatch of port transport equipment. And the development and application of GIS and the many merits of it make sure that the research on this problem boasts the development in theory and value in practice.Firstly, the thesis presents the studying purpose and meaning, systematically analyzes the study status quo at home and abroad and sketches the study goal, study content and key technology of the system.Secondly, the basic concept and several data managing method of GIS are introduced and the concept, basic ideas and development method of ComGIS are discussed.Then one of the ComGIS products MO is introduced in detail.Thirdly, the design and analysis of algorithms is indiscussed in detail.The thesis mainly introduced the usual algorithms in solving the short path finding problem,such as Kruskal,Prime and Dijkstra.Fourthly, the thesis mainly introduces the requirements analysis and dispose of software and hardware, overall design and basic function of the system, and theinterface and basic function of the system is introduced and part of the codes is given.Fifthly, several problems in equipment dispatch are discussed.And the system especially makes experiment on the path optimization in the equipment dispatch and the results and estimation of it is given according to the practical container port road network and the urban network.Finally, the achievements and existing problems in the process of developing the system and the future orientation are discussed.
