Entering the21st century, along with the development of logistics operation and the ever drastic competition, to realize the "door to door " transportation services becomes one of the key research issue which can improve the quality of transportation services. But the "door to door " transportation services will not come true without the seamless transportation service as its cornerstone. The rail-water intermodal transport can make full use of the advantages of the rail and water transport way with raising transportation efficiency, extending market scope, facilitate the customers, cutting transportation cost. Along with the flourish of the economy in our county and the increasing proportion in modern logistics, the rail-water transportation has a bright future.Since container terminal is a key node in transportation chains, connecting the container transportation of water and land as the hub, the efficiency of terminal operations plays an irreplaceable role in promoting the development of the container rail-water intermodal transport. As the lack of the land resource, to improve the potential and the competitiveness of the container terminal in the limited scale, the port must improve their management level and resource utilization ratio, reduce operational costs and improve their operation efficiency. The container terminal with rail-water intermodal transport should reduce load and unload time of the trains, and improve their efficiency and service quality. As an important part of coordinating the entire terminal operation system, container terminal truck dispatching has been paied great attention by more and more experts and scholars.Truck dispatching of rail-water intermodal container terminal is a typical NP-Hard problem. Although many scholars have done a lot of research about this problem, they have focused their research on the area between the shore and the yard, and ignored the great role the truck played when it transporting containers from the railway to the yard in the rail-water intermodal container terminal with loading and unloading line. This paper studies the problem which bases on rail-water intermodal transport, and considers how to dispatching trucks dynamically under the condition of the simultaneously loading and unloading operation. In order to make the time of deadhead and waiting shortest during the entire operation process, and improve the utilization ratio of the trucks.Along with the container rail-water intermodal transport becoming a dominant mode of transport in the logistics activities, it has the extremely vital significance to study the new thinking and methods of container truck dispatching optimization problem in depth.
