The Qinghai-Tibet Highway lies in permafrost regions. The execrable conditions such as atrocious environment, great diurnal difference in temperature, intense solar radiation, complex geological condition, and excessively heavy transportation load, resent in many difficult problems in rebuilding and servicing to it. At present, there is not special design and construction standards formulated for bituminous pavement in frigid regions. The choice of bituminous binder is not closely integrated with those conditions of the bituminous pavement in frigid regions. Therefore, it is extremely important to study on low temperature performance and the ray aging of the bituminous binder.The paper mainly talks about low temperature characteristics of the bituminous binder.Through the contrast research about penetration and ductility of thermo-senescenced asphalt, it gets that aging tremendously influences the performance of bituminous binder. Penetration can't evaluate the bituminous binder low temperature performance, and the penetration index can be one of core indication. The 10°C ductility can appraise low temperature performance of the bituminous binder, and can indicate the low temperature crack resistance of the bituminous mixture. Based on these, the penetration index and 10°C ductility, before and after aging, could been taken as the indication on choosing bituminous binder in frigid regions. Furthermore, the corresponding standard is recommended. After carrying on the ray aging simulation experimentation to the bituminous binder, and using the ultraviolet ray illumination method in the room, it shows the ray aging do great harm to the characteristics of the bituminous binder, diminishs the temperature sensitive and the low temperature crack resistance.The paper formulates the asphalt standards in frigid regions, by study of the low temperature performance and ray aging characteristics. This has the positive function with maintain and construction to permafrost regions bituminous pavement.
