The Benefits Analysis Of Four River Harness Projects In Hunan Province

With the speediness development of social economy and the expedite urbanization process, the contradiction between population, soil, food and environment of Hunan Province is more serious, the flood damage is more and more severe. The velocity and standard of Xiang, Zi, Yuan, Li River valley harness can't suit the social economy development. In order to satisfy the economy development of Hunan Province, realize the transformation from traditional conservancy to engineering water conservancy, resource water conservancy and sustainable water conservancy, satisfy the demand of water conservancy modernization, it is very necessary to reasonably develop economy, society and environment staggered estimation, and enhance the investment strength of comprehensive harness.Combined with the staggered estimation of Xiang, Zi, Yuan, Li River valley harness projects in Hunan Province, this paper will comprehensively analyze the experience and problem of Four River harness projects, drastically parse the function and meaning of prevention of flood and reduction of hazard, economy development, environment improvement which caused by the Four River harness projects, and quantize the economy, society, environment contribution of Four River harness projects. Finally, some scientific basis are given to the nation and local government to develop the Four River harness projects and exploitation investment decision-making.
