Study On The Benefit Evaluation Of HH Water Group Co.Ltd

In recent years,due to the river cutting,channel siltation,river regime changes and other reasons in the Yellow River Basin(Henan section),Henan Yellow River Diversion Sluice is difficult to divert water.After Xiaolangdi Reservoir was used,the downstream river bed was scour and cut,and the water level of the same flow decreased,resulting in the insufficient diversion capacity of the Sluice.With the improvement of the national requirements for water resources utilization,in order to improve the Yellow River sluice flow capacity and water supply guarantee rate,increase the utilization rate of transit Yellow River in Henan.The evaluation of water supply benefit of water diversion projects from the Yellow River should be placed in a more important position,and the evaluation theory and method research of water diversion projects from the Yellow River should be continuously optimized,and the new river control concept proposed by national leaders should be integrated into it.Based on the investigation of HH Water Group Co.,Ltd.,this paper selected seven representative water diversion projects from the Yellow River according to the actual situation,and conducted them by means of economic benefit evaluation,social benefit evaluation and environmental benefit evaluation respectively.The specific research is as follows:Firstly,the status quo and causes of water diversion projects in the Yellow River Basin(Henan section)are analyzed deeply,and the selected projects are classified according to whether they are trans-regional water supply,and the comprehensive benefit evaluation and economic benefit evaluation are carried out respectively.At the same time,the paper integrates the concept of water control in the new era,and sets the evaluation method of the trans-regional Yellow River diversion project as the comprehensive benefit evaluation.Secondly,through the research on the current situation of domestic and foreign water conservancy projects and related theories of benefit evaluation,a comprehensive benefit evaluation index system suitable for HH Water Group Co.,Ltd.,using non-financial index,financial index and other qualitative and quantitative analysis methods,is proposed.The indexes listed above can be used for each project of Yellow River Diversion and other water conservancy projects,and have certain reference significance.Finally,this paper combines the comprehensive benefit evaluation system of the Yellow River water diversion project with the water diversion project of HH Water Group Company to evaluate the company’s water diversion project.Through evaluation,the adaptability of the theory and method constructed in this paper is illustrated.At the same time,it also shows that the water drawing projects of HH Water Group are feasible and have brought into play significant comprehensive benefits,and some projects are also feasible and can bring into play comprehensive benefits after certain transformation or innovation.This method provides some reference value for the preliminary analysis and decision of the Yellow River water diversion project.
