Layout Of Haihe Watershed Of Jinan Municipality

Haihe drainage basin of Jinan municipality lies in the plain area on the north of Shandong province, and the area of the drainage basin is 2425.69 km2. The drainage basin covers two counties (Jiyang and Shanghe) and two towns of Tianqiao district (Daqiao and Sangzidian). The population is 1187.3 thousand and the plough area is 2082.6 thousand mu of the drainage basin. The drainage basin not only is the producing base of food supplies and cotton, but also has many mineral products such as petroleum. So the drainage basin is very important in the economic development of Jinan municipality. But the flood or drought often took place under the influence of monsoon climate.With the development of economy and society, the existing irrigation works cannot adapt the demands of the society. The shortage of water resource, flood and drought and worsening of water entironment are becoming the primary factor of restricting the development. So Hehai drainage basin of Jinan municipality needs farther treatment and exploitation. According to the brief of comprehensive planning of Haihe drainage basin of Shandong province, author developed the comprehensive planning of Hehai drainage of Jinan municipality. Based on the divided work, author completed four parts of the comprehensive planning, engineering of preventing flood planning, irrigation planning, natural environment preserve planning and management of irrigation works planning.Based on the general situation and the developing goals of Hehai drainage basin of Jinan municipality, author gave the planning goals and the planning scheme of the four parts with a near future date and a specified future date separately. For the part of preventing flood planning, the goal of near future date is that the engineering of preventing flood will be renovated completely and could resist flood that happened in 1961. And the goal of specified future date is that the engineering of preventing flood could resist the flood of per 50 years happens. For the part of irrigation planning, the goal of near future date is spreading the save-water technique and improving the utilizing rate of water resource. And the goal of specified future date is that the irrigation region realizes modernization and standing development. For the part planning of natural environment preserves, 382.07 km~2 soil and water loss area of Haihe drainage basin will be treated in 2010, and the entire soil and water loss area will be treated in 2030. For the part planning of management, the major projects arewater supply project for county seats, sewage treatment project, reservoir on plain project, and project of the irrigation regions rebuilding, etc. So new management mode of these projects—the administration in charge of water resource manages these projects uniformly will be put into practice, and the old management mode—management by several administrations will not be adapted. According to the planning, the results may give benefits to the farther treatment and exploitation of Hehai drainage basin, and accelerate the development of the drainage basin.
