Energy and environment issue caused by enormous building energy consumption is the largest problem and challenge faced by construction sector. Establishing abstemious society and implementing strategy for sustainable development are of great significance for our country's development, so building energy conservation must be enforced. In recent years, China government has issued a lot of regulations on building energy conservation. As we known, there are so many inhabitation buildings in every cities, its energy consumption has taken a large share in construction sector, so it is important to enhance research for building energy conservation.Chongqing is swelter and hot in summer as well as clammy and cool in winter, the climate is complicated and incompatible. Indoor thermal comfort of inhabitation building in Chongqing is not good, so winter heating system and summer cooling system is developing rapidly to improve indoor temperature under extreme climate. Facing to current condition, Chongqing municipality government had bring forward Chongqing energy conservation design standard for inhabitation building, it is base on actively regulate strategy for energy conservation and take closed indoor environment as its object. Measures in this standard make against energy conservation of most time in a day, meanwhile it is conflict with construction sector in most aspect.By anglicizing features of regional climate in Chongqing area, combine with research results of building energy conservation in domestic and foreign countries, and taking the methods of energy conservation used by traditional and modern buildings as reference, author put forwards a passive strategy for energy conservation to improve indoor ventilation and natural lighting, and adapt to local architecture features. In addition, author also make intellectual enquiries to some issues appears in Chongqing energy conservation design standard for inhabitation building.These paper has four major sections, including:Section 1 (Chapter 1): Introduction. Firstly, it talks about the initiation reason and signification to study the issues discussed in the paper, and suggests to solving these issues from the beginning of construction design. Then, it is determined the paper's research object, methods and frame.Section 2 (Chapter 2): Status and problems of energy conservation design for inhabitation building in Chongqing area.
