Nowadays, with the constant growth of urban population being and highly centralized, the urbanization has already become the irreversible development trend in the world; Meanwhile, the condition of resources and environment is becoming worse which support the development of city. In our country, water demand for our life and production is increasing constantly, but water pollution, waste with water and water resource shortage coexist together. This has aggravated the imbalance between supply and demand of water. Especially in north, with the appearance of the Beijing-Tianjin water shortage, it indicates that water will become the biggest resources bottleneck which will restrict development of cities in our country while they are keeping high growth of economy. How to economize water, strengthen water conservation management, improve the utilization efficiency of water, realize the sustainable development of the city and water resources, it's an urgent problem need to be solved in front of us.On the basis of reading a large number of documents, summarizing and analyzing present research results, the authour applys the system dynamics method to analyze the water conservation system of the city synthetically, also do groping research on the assessment method of the urban water conservation level and the mode of the city's water conservation management oriented to sustainable development. The assessment methods of the urban water conservation level are discussed thoroughly and in details, regarding to meet sustainable development demand as the goal, combines with the analytic hierarchy process to set up the model of evaluation based on new water conservation index system. Put the urban water conservation system of the city into the compound system of social economy-water resources-the ecological environment, set up the concept that the urban water conservation system contacts with society, economy, ecological environment closely. Take the highest integrated benefit of economy, society and environment as the system's object, put forward the frame of the urban water conservation management oriented to sustainable development. Finally, take the Wuhan city as the example, simulates the Wuhan city's water conservation system, and evaluates its water conservation level. The main content of this thesis includes:Chapter 1 has analyzed the question existing in the development and utilization of city's water resources of our country on the basis of summing up the urban water resources of our country and current situation of development and utilization; has explained the purpose and significance of the urban water conservation level's evaluation and management.Chapter 2 applys the system dynamics method to analyze the water conservation system, puts forward the concept of water conservation system based on the urban water resources system. According to the characteristics of the material and information flow of the system, analyzes the feedback mechanisms of each subsystem, defines the boundary of the urban water conservation system, also sets up the water use subsystem mathematics model.Chapter 3 Summarizes the evaluation of water conservation level in domestic and abroad, analyzes the deficiency of the methods of water supply and demand-use water efficiency, fuzzy overall evaluation and analytic hierarchy process, puts forward the improved assessment method based on analysis of water conservation system. And also makes the comprehensive analysis on the application of the four methods.Chapter 4 takes Wuhan city as the example, according to the concrete conditions of using water in this region, applys the system dynamics method to analyze the water conservation system of Wuhan, illuminates the increasing mode of the system, and predicts the development trend of the system. Not only applys kinds of appraisal methods to evaluate the water conservation level in Wuhan, also analyzes the appraisal results.Chapter 5 analyzes the "Demand Side Management"(DSM) mode, combines with the simulation of urban water conservation system by system dynamics, as well as puts forward the new frame of water conservation. Also introduces the various means of the management of water conservation which is applying now.Chapter 6 is the conclusions and prospects of the full text. It summarizes main achievement that the thesis is made, and points out the content what need to study further in the future too.
