Based on the management practice in the Jihe and QijiaChuan pilot area, summarization and analysis on the model applied in the water & soil conservation engineering construction and management is presented in the paper. The main conclusions are as follows:No real juridical person existence in water & soil conservation projects in the Yellow River Basin. Concerning the special characteristics of water & soil conservation engineering construction, it is advised to adopt a centralized and hierarchy management styles by establishing Project Leading Group and Project Management Offices based on the reality. Through organic combination of the two styles formulates an organizing and management system composed of local governments and line sectors. From the perspective of capital components of water & soil conservation projects, the special characteristics of water & soil conservation engineering construction define the mix structure of property right as well as a public project featuring Central and local governments bearing the major share with farmers' self-raise as supplementary part in terms of its fund source.The scheme for water & soil conservation projects upper-middle-reach wide of the Yellow River is allocated into operation in a level-to-level manner, with tasks detailed and put into practice at each level. The capital management model, where a direct linkage is established between the actual measures on the ground and fund appropriated, is a practical, workable and scientific one, and is an effective way to manage the water & soil conservation engineering construction scheme and fund.Biding System in the Yellow River water & soil conservation engineering construction may be introduced. Promotion of supervision system which has distinct role in lifting project quality, shortening project construction duration and lowering the project cost.Enhancement of scientific research and new technology promotion can effectively resolve key technical problems confronting implementation practice and raise the scientific contents of project construction in implementing water & soil conservation engineering construction upper-middle-reach wide of the Yellow River. Providing training to the project management staff, technical professionals to boost their expertise and farmers to lift their quality is conducive to the project smooth implementation.
