Study On Evaluation And Management Of City Water Conservation

This paper studied systematically on the evaluation of city water conservation means, focusing on the management of city water conservation, discussed the methods and management measures.First, the paper introduced the shortage of city water resource status, including the real distribution, types and reasons of water lacking cities in our country. It summarized the investigative evolution executed at home and abroad, discussed the meanings of city water conservation evaluation and management.Water conservation must meet the demand of "sustainable development". In chapter 2, a viewpoint was put forward innovatively that the evaluation of city water conservation level should be taken the lacking degree of water resources into account. This paper introduced a concept of industrial water conservation index as the indication to evaluate industrial water conservation efficiency. In chapter 3, the fuzzy analysis method, analytical hierarchy process and neuron net model are applied to evaluated city water conservation level combining with city water conservation management level, which integrated domestic water consumption per capita, water resources lacking degree, city environment protective level. The paper taken 9 major cities in Shandong province as background, the water conservation is synthetically evaluated. The results is that different method has its own advantage, and the neuron net method application is a new attempt in city waterEvaluation is for scientific management. Chapter 4 established city water conservation frame from the point of administration, scheming, technical, economical management of water conservation, analyzed city water conservation management. Reasonable water price system is an effectual method to promote city water conservation. Chapter 4 explains deeply the importance of setting up reasonable water price system by analyzing the relation of water price and water conservation, the leverage of water price, the current water price composition of Shandong, the policy and experience of foreign water price. From the case analysis of the evolution and composition of water price, we can see the regulation is made for its proportion and overall level, which promotes polluted water reuse and water conservation. Chapter 4 enumerates the trend of investment effect and benefit analyze of different types of water conservation engineering.Finally the paper summarizes 10 countermeasures about improving water conservation level of cities.
