This paper presents a particle swarm optimization (PSO) based on geographicinformation system(GIS) for distribution network planning.An improved hybrid particle swarm optimization (IHPSO) was proposed. The specialmutation operator and the crossover operator among extremums of dynamic neighborhoodwere led. Numerical simulation results demonstrate that the method possesses strong globalconvergence capability, and is feasible and efficient.The IHPSO was applied to distribution network planning, and some important questionswere solved. The discrete variables were relaxed, and the dot-merging method was adopted toinitialize particle swarm. The network planning software based on GIS platform wasdeveloped. For forming primitive network, the loads and transformer substation was reducedto street to deal with the data of planning in GIS. Then the network planning algorithm basedIHPSO was called to optimize network. Two examples demonstrate that the software isefficient.
