In the planning of electric power network, several aspects have to be considered, such as the load forecasting, substation and network planning, reactive power install, reliability analysis in normal and emergency, short circuit current analysis, distribution automation, and so on.To introduce GIS platform into distribution system planning can not only enable data management convenient and enhance the wok efficiency, but also make the programming work more intuitionistic and perspricuous. With the development of computer technology, GIS is gradually being applied into operation and management of distribution network and has a promising prospect.Under the direct of Professor Lou Hegong, I have independently done the city distribution network planning of Xuchang county and Qinyang city. On the basis, present distribution network planning methods have been studied first, and then on the GIS platform the following aspects including spatial load forecasting distribution network planning based GIS and Tabu Search and distribution network planning software package GIS based are further studied.This thesis composes of the following aspects:1. Spatial load forecastingSpatial load forecasting (load distribution forecasting, too) is the foundation of distribution network development planning and distribution automation. Only the future load of supply area is ascertained that the strategic variables including the substation location and capacity electric lines' route and style switchers' setting up and time when to bring into service can be forecasted. Because the spatial load forecasting involves plenty of spatial information, to introduce GIS can supply a good platform on which spatial load forecasting data are acquired processed and the results can be displayed. And further more, it greatly decreases the difficulties of data acquiring. And so it is the necessary step to make the spatial load forecasting practical.At present, there are commonly there kinds of method for spatial loadforecasting.The first is load density method, which can give the quantity of the unit according to density of classified load and the constitution of sub-districts' area. In this thesis, two kinds of load density forecast methods are introduced, classified-divisional load density method and classification method based on artificial neural network and fuzzy theory.The second is called emulation method. In the first place, the server area is divided into some regular sub-districts and the loads are classified as some kinds, such as industry load commercial and residential ones. Afterwards, the sub-districts are evaluated by the degree which the sub-districts are suitable to develop some kind of load, according to the information of geography environment communication society and economy. At the last, in accordance with the evaluation, the total loads are allocated to each sub-district.The third is fuzzy-logic-based approximate reasoning method which can consider weights in the premise in rules and a denazification decision-making function. A primary model about how to forecast the urban land development and urban land reform in the future is founded.Allowing for the factors affecting the load forecast in the practical engineering project, I compare the characteristic and their applicability of the above spatial load forecasting methods, and then get the following results. The classified-divisional load density method has tendency to be affected by human factors, but the classification method based on artificial neural network and fuzzy theory can make up with this fault. The emulation method is often used in the countries where the land-use is decided by the market, but it can not figure into the land-use reform. In the fuzzy-logic-based approximate reasoning method, the evaluation system is still affected by human factors, and the conversion makes the program more difficult.2.
