As the application of Geographic Information System (GIS) is popularized in more and more fields, it has greatly promoted the development of manage and economy. "Yangtze Valley Water Resources Protection Decision Supporting System (YWRPDSS)" is developed with the Yangtze Valley Water Resources Protection Bureau's commission, and it is a very important project in the process of Yangtse River's information construction. The development process of YWRPDSS is particularly described in this paper, and the study objective of the paper is exploring how to combine GIS with Managemant Information System (MIS) and how to apply them in valley DSS, and analyzing the advantage and application foreground of GIS. To realize central and efficient management of Yangtse Valley Water Resources information and forecast Computer information technology and GIS technology are deeply combined and synthetically applied In YWRPDSS. This system can provide references to establish Yangtse Valley water pollution prevention and control strategy in time and to synthetically analyze, evaluate and query about Yangtse Valley's water environment, pollution status and environment quality. It has mature and convenient functions in querying space information and special attribute information so that it can greatly provide information support to efficiently control and utilize the water resources of Yangtse Valley. The success of developing and application of YWRPDSS will make a great contribution for information construction of Yangtse valley, and we will make great progress in "Digital Valley" and to some extent in "Digital earth".
