For solving the various questions in the process of water resources'using in the middle part of Jilin, we integrate the Decision Support System with the knowledge of hydrology together, and exploit the water resources of managing Decision Support System in middle part of Jilin. The system which we've made can be used for the water resources'management, calculation and forecast of social macroeconomic development and water requirement. We establish the multiobjective planning model of macroeconomic water resources, for achieving the water resources'proper allocation. Though the mode of person-machine's talking, assisting the decision-makers to make decisions on the usage of water resources and planning, attaining the purposes of optimizing the water resources'allocation and properly utilization.The system's exploiting words adopts Visual Basic 6.0, which is used for the basic of making person-machine's talking interfaces, establishing the models and exploiting the interface of the system and other procedures. We adopt Access of the Microsoft Company for our database. In addition, we also use the compositive GIS groupware—MapObjects in our system, and the software of operational research—LINDO.The process of the system's exploitation follows the principles of practicability, harmonicity, standardization and etc. The system contains four modules, they are basic information module, knowledge base, model base, and drawings processing module. Due to the basic information of research area is exhibited by data, text and pictures, the basic information module is divided into three sub modules, they are database model, text information module, and drawings information module.Database is not only for storing various kinds of water resources'basic information of the researching area, it also stores all kinds of parameters and results which are needed by model base. So the database is one of the most important parts of the system. The system can query, modify and update the data, so the renewal of database can be ensured. Knowledge base contains the basic survey's information which can describe the researching area, and hydraulic policies and laws that are osculating correlated to the water resources'management and decision.When you are doing calculation, forecast and programming, you may query the knowledge in the knowledge base. All the pictures of researching area are stored in the drawings base, so the drawings can be classed and managed properly.There are three kinds of models in the model base, they are calculating models, forecast models and programming models. Among them, calculating models can be divided according to basins and cities, the system can calculate for the surface water resource, ground water resource, workable reserves of groundwater and available resources of surface water, and residual water resource of the researching area. Forecast models taking the year 2000 as the normal year, and 5years, 10years, 15years and 20years as the planning time to forecast the development of national economy and the demand value for water resource. The multiobjective planning model of macroeconomic water resources is aiming for maximizing the economy benefit and minimizing the water rate. We program for calculating the calculating models, forecast models, and the calculating for multiobjective planning model of macroeconomic water resources is on the basic of spreading module of the operational research software—Lindo.The drawings dealing module is exploited on the basic of MapObjects, it is the module of dealing and editing with the hydrological and water resources'drawings and maps. It can scan the drawings, including zoom in, zoom out, pan and see the whole map, etc; and users can add shapes to the map, or remove them, users can also make the shapes become a new map. Users can add characters to the map, and draw points, lines, curves and polygon to the map, and also the maps can be exported for the files of EMF, BMP and Jpg formats. The maps can be copied to clipboard for the users needing, at last, the maps can be printed. So, the drawings dealing module can satisfy the users'all kinds of demand for dealing and editing the drawings and maps, it is a absolutely necessarily part of the system.
