On The Method Of Making Comprehensive Plan In Medium-sized And Small Cities

With the reform in economic system some new characteristic emerges in urban development. The shortcomings of current method for making urban comprehensive planning scheme are obvious in this new age. Because cities face different developing problems the ways of making plan should also be different. This paper focuses on the medium-sized and small cities in terms of plan making by empirical analysis.Firstly, based on the evaluation of current method of making plan it argues that there are many problems in plan preparation and implementation, such as too long time needed, slow responses to outside changes, and frequent revision. It analyses the causes of above problems from the aspects of resource distribution, different investors, and urbanization process. It summarizes the new demands for city comprehensive plans under new situation.Secondly, the paper discusses the detailed approaches of making comprehensive plan in medium-sized and small cities with the contents structured on three layers, the strategic, core and supportive ones. Some key factors of the contents are discussed, such as strategic direction, the zones for urban uses, the zones for non-urban utilizations, the adjustment of land use classification system, and the links with urban infrastructure system plans.Finally, the proposed new methods for making comprehensive plan in medium-sized and small cities are summarized.
