Now, with the increase of urban car ownership, the traffic problems are increasingly serious not only in the coastal metropolis but also in small and medium-sized cites of mountainous area. Faced with increasingly serious traffic problems, people pay more attention to public transportation. However, the geographical location, topography condition, city size are different between plains metropolis and the small and medium-sized cites of mountainous area. In addition, the characteristic of road system and residents travel characteristics are also different. These features all influence the development of urban public transportation. The service level of urban public transport is the most important factor for the development of urban public transport system. Evaluating the level of service for the public transport system rationally and effectively is very important for detecting the weak links in public transportation system timely, adjusting the public transportation network layout, balancing the public transport capacity and developing public transport market.In such background, firstly, the paper analysed its city construction, the layout of the road network as well as residents travel features in detail. Then, impact of special characteristics of road traffic on regular public transport network layout was discussed. Thirdly, factors influencing the regular bus service level of small and medium-sized mountains cities were analyzed, and get factors index of the network performance and operating service level. Based on the data of survey, structural equation model was used to select the main factors affecting regular bus service level in the small and medium-sized cities in mountainous area. This method avoids the subjectivity of the traditional index screening method. This paper combined qualitative analysis with principles of index screening to build the regular bus service level evaluation index of small and medium-sized cities in mountainous areas. Paper also analysed the indexes that reflect characteristics of the small and medium-sized cities in mountainous area in detail, combined with SPSS data analysis software to evaluate recommended grading values of small and medium-sized cities in mountainous areas. Standardized of evaluation indexes were studied. This paper also discussed methods to determine index weights and comprehensive evaluation method. The AHP-fuzzy comprehensive evaluation methods and set pair analysis method were proposed to evaluate regular bus service level of small and medium-sized cities in mountainous areas. Finally, taking Shangluo as an example, and using the Yaahp software to determine the evaluation index weight coefficient with Scaling method of0/5~8/5e. It evaluated the regular bus service level of Shangluo by the fuzzy evaluation model method and set pair analysis method, the evaluation results are consistent. It shows that the level of Shangluo bus service is the medium level, besides, the level of punctuality, comfort and speed should be improved. Meanwhile, for Shangluo regular bus system, the paper proposes the improvement measures and directions.
