City planning is the basis of city construction and management of the city, is the"soul" and "leading", and air defense planning is an important part of city planning andcity planning or underground space planning. But at present, China is still not a perfectspecification for the design of city air defense planning or preparation methods, smalland medium-sized cities and city compared to air defense planning, development andcivil air defense work is relatively backward, it is difficult to form a system. So, in thispaper, combined with the actual situation of the planning and construction of civil airdefense in China, analyzes some existing problems in the current defense planning,necessity of combining planning and city planning of the civil defense, based ondomestic and foreign research achievements of civil air defense planning andconstruction, to our country small City perspective, to research the planning people airdefense system of small and medium-sized city, based on the study of basic theory,combined with case analysis, put forward their own views on the research theme.Analysis and Research on the fitting of this paper mainly from the city planning,disaster prevention planning and underground space and other aspects of civil airdefense planning. First of all, through the analysis of the research on China’s civil airdefense command system, current situation of emergency rescue system and air defenseand disaster prevention system, proposes the use of strengthening comprehensivedisaster prevention in civil air defense planning, and puts forward the civil air defensesector should be "defense" to "civil defense" function.
