The Three Gorges of the Yangtze River stored water and became reservoir in June, 2003, then, the conditions of more than 600 kilometers' routes, which from the reservoir district to southwest strategic place Chongqing, has been obviously improved. Now the tonnage of fleet that navigating between Chongqing and Yichang has grown to 10,000 tons from formerly 3,000 tons. The unidirectional traffic capacity has grown to 50 million tons from formerly 10 million tons per year. It has vital significance to promote the development of local national economy at southwest!However, some new problems come along with the changing of the water depth, the current, the climate, the density of navigation, and the quantity of ships in the reservoir district; at the same time, the new situation requests higher and higher of safety. Therefore, the safety work in reservoir district should not be relaxed; instead, it urgently needs to be strengthened. Moreover, the Three Gorges Project is the important project which attracts worldwide attention. If some traffic accident, particularly some heavy production accident or pollution accident occurred in this district, it will harm the people's life and property in this district and even in the entire Yangtze River skeleton line, it will destruct the ecological environment in reservoir district, it will seriously influence the development of local economy, it will even have both national and international negative influence. Therefore, how to guarantee the traffic safety in reservoir district, is an important issue that not only the Ministry of Communications but also the Yangtze River shipping departments extremely caring about. It is also an important problem needs to be researched urgently.The research of this project is according to the latest emergency operation request in our country, investigated and analyzed plenty of actual situations along Yangtze River skeleton line, especially in the reservoir district. On base of this, I carried on scientific and comprehensive research, formulated the emergency program system of waterway transportation in the reservoir district,constructed a working frame that can prevent and handling the emergency event quickly, effectively and properly.This paper altogether divides into nine chapters: The first chapter is the introduction, elaborates the goal, the significance and the content of the research, introduces the present situation of emergency operation in the reservoir district. The second chapter analyzes the national emergency operation system, expounds the request of emergency operation in our country, and obtains the guiding ideology of establishing emergency system in the reservoir district. The third chapter analyzes the present transportation situation and the navigating environment in the reservoir district, discovers some new situations and new problems in this district. The fourth chapter researches the problems about traffic safety in the reservoir district, lists the main security problems. The fifth chapter investigates and analyzed the emergency resources in the reservoir district, counted the emergency resources comprehensively. The sixth chapter proposes the organizational structure and the responsibility of the emergency system. The seventh chapter introduced the entities that constitute the emergency system and their function. The eighth chapter establishes the guide of emergency plan, provides the standard for establishing kinds of emergency plans. The ninth chapter introduces the requests of training and exercise.This emergency system embarked from the actual need of emergency operation in the reservoir district, includes the social security event, the water transportation accident, the natural disaster that influences waterway transportation, the public health event, the urgent commodity transportation, searching and rescuing of personnel and property in this district and so on. This emergency system is helpful in organizing the emergency response actions rapidly, regularly and effectively, rescuing the personnel and the property, preventing the water pollution, controlling the expanding of event, limiting the personnel casualty, the property damage and the negative influence maximally.
