Research On Emergency Support Work For Trunk Highways In Yunnan Province

Provincial highway,which serves as the linkage between highways and rural roads,plays an essential role in the comprehensive transportation system.It enjoys a primary status in national comprehensive transportation system,which is the most popular and widely available transport infrastructure for public welfare.With the functions of joint and transition,it is crucialto the prosperity of regional economy.However,in the wake of the flourishing of national economy and society,provincial highways of Yunnan Province have confronted the overlong service lives,severe overload,low classification,and overburdened traffic flow.Due to the geographic and climatic factors,Yunnan provincial highways had a high rate of incidence of natural disasters.Therefore it is of realistic significance to research and discuss the instant and efficient emergency work,raising the response capability after the disasters of provincial highways.The emergency securitywork of highways should be systematic,including the team support;the fund,material,and IT as the hardware guarantees;and regulations,systems,and contingency plans as the software guarantees.This essay analyses the actual conditions of the emergency work of Yunnan provincial highways,and further identifies the potential issues,and detailed schemes including the establishment of the emergency interactive network of provincial highways based on Crisis Theory,Catastrophology Theory,Theory of Social Mobilization,and Public Goods Theory.Simultaneously,it promotes the new pattern of the storage of emergency materials under the partnerships of governments and enterprises against the issues in current emergency material storage.Finally,it puts forward feasible recommendations on the promotion of response capability(personnel,hardware guarantees,and software guarantees)of Yunnan provincial highways.
