Study Of Planning Inefficiency And Improvement Under Uncertainty Theory

We have no idea about future. What we can certainly know is the uncertainty of the future .Urban Planning deals with the development of future, and the major task of which is to find, estimate and solve the uncertainty. We have to go straight to the field of uncertainty study instead of certainty theory,for solving the problems bringing by the inefficiency of planning. This paper thoroughly studies the meaning and differentiation of three pairs of conceptxertainty and uncertainty, urban planning and project planning, and the efficiency and inefficiency of planning. With the cognition of uncertainty and the characteristics of urban planning, the paper examines the expressions and causes of inefficiency of planning laying in formulation, approval and management. And what's more, measures tending to improve the efficiency of planning are risen from theory of knowledge, methodology, and administration's actions aspects.
