The electric undertaking of our country has been developing rapidly in recent ten years, in the field of electric-communication, resource management, facility management, circuit management, circuit maintain, the amount of data constantly become huge, the most Electric Companies will meet some questions related to the fact that the space makes a reservation when they develop their business. At present, with the high-speed development of city construction, the electric-communication system has become more and more complicated and huge. However the traditional artificial management has very big limitation, it cannot satisfy the demand of modern management of the electric-communication system. Under this background, there is an utmost urgent demand for the establishment of electric-communication management information system. Along with the popularization of Internet and the fast development of Web technology, the traditional single-machine mode GIS system cann't accommodate the user demand in the era of information. It is an important trend of GIS developing that GIS is based on Internet. Under this background, this paper presents the thought of establishing the electric-communication Information Publication System based on WebGIS.Enclosing this theme, systematical research is carried out. First, the system construction and implementation technology and other related knowledge of WebGIS are studied, by analyzing and comparing some main platforms of WebGIS at home and abroad proposes resolution plan of issuing electric-communication network information on web; Then proposes the overall designing of the system according to the characteristics of the Electric-Communication System and practical requirements; the management of the database of this system and the reasonable structure of the database were analyzed and proposed. JDBC and ArcSDE were used to connect databases , then organize data ; At last, based on the above-mentioned idea and means, ArclMS was used as map server, several kinds of viewers supported by ArcIMS was used for client tailor, and JSP technology was used for the realization of QingDao electri-communication office query system.
