Now the information technologies such as computer networks, database and data acquisition are progressing rapidly, and have contributed a lot in many kinds of fields. It is important to research how to apply these new technologies to irrigation management to forecast the flood or drought , improve the utilization efficiency of water resources .It will become an important part of irrigation works. As a method of preventing flood with low cost and short period construction and high efficiency .It is most significant to the advance of the economy and the social stability. The automatic monitoring and forecasting system of flood regimen is very useful in flood prevention. J2EE is an architecture using java 2 platforms to simplify complicated enterprise information application development, deployment and management works. J2EE system structure offer intermediate level integrated frame to meet high usability, high reliability and scalability. Good guide supports and deploy application has strengthened the security mechanism, have improved performance. The main work and achievements are following: (1) Analyze the automatic flood monitoring system model, research the systematic function goal and performance demand, on this basis, this thesis analyze the system structure with structural analysis method. (2) This thesis researches the automatic flood monitoring system, build flood data collection equipment. It mainly includes YCZ flood data collection terminal, YJS automatic remote control repeater, supersonic water line measure instruments, precipitation rain fall sensor. (3) this thesis designs the system framework, select proper software design pattern. According to characteristic of the automatic flood monitoring system, this thesis design and optimize the system database. Research the database backup and recovery theory. (4) Finally, this thesis researches the J2EE based distributed web application framework, presents a J2EE based B/S model to store, publish and analyze flood data.
