"The Decision Support System for the Yangtze River Water Resource Protection", is a software project commissioned by the Yangtze valley water resources protection bureau. The management of water pollution accident is a special sub system in the whole DSS. It's difficult to analysis because of the dynamic and sudden property. The dealing with water pollution accident is mainly on 2 ways: The Chasing of pollution source and the Chasing of pollution incidence. Designing a good solution on water pollution accident has its own important signification. In this paper, we summarize the development on GIS Network Analysis, synthesize the Yangtze DSS project and lucubrate the simulation of drainage basin with GIS Network Analysis; we discuss the data structure and storage structure on the network; synthesize the material pollution management to get the arithmetic in simulation; at last, we get a solution of building a pollution GIS which cored by network. In this GIS, we use computer, information, database, GIS and software designing technologies. We implement the 2 ways in dealing with the water pollution chasing. This GIS can feedback the pollution accident and find the pollution source and calculate the pollution incidence by spatial information, also can display the answer information on the map. In addition, this GIS can easily apply in other correlative engineering projects. The water pollution accident GIS based on GIS Network Analysis can offer high efficiency and Objected-Oriented and easily to expand and good performance with a low cost in the management of water environment information, which fit for the trend on the GIS's development.
