As a comprehensive regional system which provides resource and environmental services for human activities,basin is related to the healthy and stable development of society and the harmonious life of the people.However,due to the complexity,multidimensionality and dynamic of the basin,how to manage the basin efficiently and scientifically to realize sustainable development has become a problem that has become a long-term puzzle.The water environment assessment of the basin can provide reference for the management department to analyze and manage the water environment of the basin.And the basin water environment management platform can also assist decision-making and management through the open sharing of water environment information.Taking Baiyangdian basin as the research object,this paper establishes a basin water environment assessment system based on the needs of water environment management and the characteristics of water environment in the basin,and evaluates the sustainable development and utilization of water resources.By using WebGIS and cloud GIS,an online interactive basin water environment management platform is built to provide an open and shared cloud platform for online viewing,editing and management of information and data of water environment for all levels and types of users.The main contents are as follows:(1)Basin water environment assessment: Considering the sustainable utilization of water resources in the basin,a water environment assessment system was established for the basin,and ecological footprints were used for comprehensive analysis and assessment of the water environment of the basin.From 2008 to 2017,the utilization of water resources in the basin was in an overload state,and the development of water resources was not sustainable.While the water ecological pressure was relatively large,and the main influencing factor of water resources environment was waste water discharge.And water resources utilization and economic development in river basin have been in a strong decoupling trend,economic growth is no longer mainly dependent on resource consumption.The prediction of water ecological footprints in the next five years shows that the water ecological footprints in the next five years will show a downward trend in the future.(2)The design of the basin water environment management platform: Based on WebGIS and cloud GIS,a three-layer B/S architecture was built as an online interactive water environment management platform.Platform data and services are hosted in the cloud.By creating and publishing Web maps and Web applications,the functions are built and the water environment information of the river basin is online displayed,dynamic edited and opening shared online.And it can provide a friendly platform for public,experts,scholars and decision makers to communicate and cooperation.(3)The functions of the basin water environment management platform:(1)basic geographic information function: Commonly used functions of map control are provided,such as zoom in and out,geographical search,base map switch,layer display and other;(2)water environment monitoring data query function: Functions of inquiry,display and analysis of the monitoring results of water environment are provided,and it can also dynamically display the statistical information of pollutant discharge amount,pollutant discharge type and so on;and(3)watershed water environment evaluation function: Functions of inquiry,screening and dynamic display of water environment assessment results and related data and information are provided.
