| In recent years, with the economic and social development, water environment is in a grave situation, and Dianchi Basin is not excluded. In Kunming City or even in Yunnan province, Dianchi Basin is a region with well developed economy and dense population. However, since the 1980 s Dianchi as well as Dianchi Basin, suffered widespread water pollution. Such heavy water pollution endangered daily life of local people. Both Kunming City and Yunnan province realized that water pollution is a serious problem, and a large number of human resource, material resource, and financial resource were invested into prevention and control water pollution. Management system of water environment was formed, matured, and showed positive results. However, because of various factors, managing water environment is a complicated work. In the current management system and with current technical skills, solving water pollution problem is still a long and slow process.By conducting field study in the Dianchi River Basin(hereafter the DRB), the author of this thesis collected data and got knowledge on water environment management of the DRB. This thesis contains six sections. The introduction section presents basic information, including research background, research contribution, related definitions, and contemporary research interests in China and abroad. The second section goes to literature review, which will focus on water environment management theory. This section provides a platform for further analyzing and solving problem of the DRB. Section 3 introduces the situation of water environment management of the DRB. In this section, readers will find details on the DRB from three perspectives: contemporary water environment situation, management organizational structure, and changes of management systems. Section 4 gives an analysis on the problem of water environment management of the DRB, and which are reasons that lead to problems. To be specific, the analysis encompasses: imperfect law system, disordered segmentation of water environment management, imperfect social monitoring system, and unclear relations between water environment management managers. Drawing on water environment management experiences from the U.S.A, Great Britain, France, Songliao model, Shangjiang Lake model, and Erhai model, this thesis gives insights into water environment management of the DRB. The last section gives policy suggestions on how to conduct water environment management in the DRB. Suggestions given by this thesis encompasses: law and regulation, institutional settings, relationships between difference regions, collaborative management, industrial structure, and development ideas. |
