The continue vessels voyaging in the waterway could be seen as the vessel flow. The thesis introduced the traffic flow theory of the traffic engineering, classified the waterway capacity as the basic capacity, the possible capacity and the designing capacity (it is mean to the route capacity's theoretical value, actual value and design value) and produced the three calculation models of the different capacity. By analyzing the former researchers' achievements and shortcomings, discussed the factors affecting the fairway capacity and proposed the methods and measures to increase the waterway capacity.Launched the level of service of inland waterway conception by referencing the road traffic engineering level of service. Initially set velocity, density of traffic flow, traffic volume of service and the rate of traffic load as the measurement indicators. According to the different vessel traffic condition in inland waterway to carry on the level of service division. Which can provide theoretical basis and policy-making support for fairway planning, designing, construction and inland waterway transportation management.Calculated the waterway capacity of Beijing-Hangzhou Canal Xu Yang section by using 1990~2004 transportation statistical data, and evaluated the level of service of different segments. The results of appraisal are consistent with the actual operating conditions. Based on the status of level of service, we can propose the corresponding improvement means and the suggestions.
