Water, one of the rarest natural resources for human' s survival and development, is a finite resource that others can' t replace. From 1950's, the problems of water resources become the most prominent problems in every country owing to the population's sharp increase and economy's prompt development. The water scarcity has become a bottleneck which restricts our country's sustainable economy. How to properly harmonize the relations between water resources and environment as well as between population and sustainable economic development has become an important question in water resources research field.On the basis of understanding the concept and theory of Water Resources Carrying Capacity and under the guide of view of Sustainable Development and at the same time in accordance with the present situation of water resource's supply and demand, use Fuzzy comprehensive estimation to study on water resource carrying capacity in Fuxin City. Bace on the development of Fuxin city, the water demand and water supply from the year 2005 to 2030 was forecasted, analyze the balance of the water demand and water supply. Through analyzing the forecasted outcome and aiming at the current and prospective the probably existent questions we bring forward optimized allocation programme, policies and suggestions of the water resources' sustainable utilization of the Fuxin city. It have important meaning of the water resources using decision of Fuxin city.
