The well development of rural area is of great importance for promoting the development of national economy in China, and for keeping social stability as well. Developing socialism countryside is even more significant in the process of the modernization course in China, and is significant strategic action for implementing the scientific development concept and solving the problems of agriculture, countryside and peasants. The basic conditions in our country and the recent situation make it essential and necessary to do research on the development of rural area. Rural settlements, as one aspect of the construction in socialism countryside, are one of central work for all constructive sectors in new stage. Therefore, this thesis chooses to research the strategies of reconstruction for rural settlements during the course of construction. It tries to promote the urbanization course, to use land intensively and effectively, and to improve the living conditions of peasants by constructing a kind of new countryside residential model for the economical developed area in China.This thesis obtains necessary data by literature consulting, cases investigating, and questionnaire granting, as well as studies with the operation of actual cases through many points of view. It begins with elaborating the macroscopic background of the urbanization course of the economical developed area in China, analyzing the characters and developing situations in rural settlements under the background mentioned above, making certain of the necessity and urgency of reconstruction, and bringing forth the expecting goals after reconstructing. Then, it summarizes the experience and problems in the reconstruction[0] for rural settlements recently by comparing and analyzing of some operating cases, and raises the strategies for rural settlements in reconstructing and suggestions for political guarantee accordingly.The goal of building countryside residential model in this thesis is to construct a kind of rural settlements with new functions in the economical developed area, which embody the new relation between city and countryside as well as newstructure of rural society and economy. The detailed strategy is to re-distribute rural labors through the division of employment, and guide the residential concentration at the same time, which should be well coordinated with the concentrating development of industry and agriculture. The thesis establishes the strategies of the model for rural populations' employment and the residential distribution in detail, and the strategies of residential form along with the standard of facilities, besides verifying the feasibility of strategies through questionnaires investigating.Furthermore, this thesis analyses and summarizes the reconstructed strategies for rural settlements which have actualized and which are actualizing in Shanghai, Beijing etc recently. In addition, it puts forward the reconstructed and operated strategies which are classified as two kinds, according to the model of new rural settlements constructed in the thesis. The accommodating quarter for rural residents which concentrates to town mainly adopts the strategy of combining government and market in reconstruction. While rural residential community adopts the strategy of combining specialized funds of government, funds of village collective economic organization and peasants themselves. Certainly, this kind of model still faces a good many problems such as land, economy, population and society in the course of operation. Therefore, improved policies are required to promote the carrying out of this model positively.Finally, the research requiring further studies are discussed and prospected.
