With the extending size of container terminals, loading-unloading system of the ports are becoming large -scale, high speed, automatic and informational, in order to upgrade further the efficiency of production and the level of services. The construction of port container terminal needs many investments, and the lifecycle is long, moreover, its planning and designing relates to many aspects, such as technology, economy, social environment, etc. At the same time, shipping operation of the quay is discrete, stochastic and dynamic. Thus it is difficult to make a decision scientifically on the layout of the terminal and the equipment station.In recent years, the discrete event dynamic systems simulation technology has already become the focus of the researching and developing in computer science and other technological fields. Its application is more and more extensive. The description sets forth the reality signification of the simulation to the layout of container terminal. On the base of the study on and application for the discrete event dynamic systems simulation technology in the foreign and civil, and combining with the project that is named "the simulation and optimization study of container terminal's loading-unloading craft based on virtual reality", the operating system, logistics course and the requirement on the layout of container terminal are systematically analyzed. To the problem of the modeling being difficult in the time and efficiency within simulation to the layout of the container terminal, the routine of simulation parameterization is set forth according to the features of the container terminal procure craft and the parameter design. And the key technique how GUI controls the process of simulation is studied also. The discrete event dynamic systems model of the layout on container terminal by means of software named eM-plant is set up. The secondary development of EM-plant is complete. So the parameter simulation of the layout also can come true .The operating course of a shanghai port container terminal is simulated by means of the model. The mainly outputtechnical parameters is compared with real parameters, and then the exactness of model is verified also.To different design plan layout operation course, their simulation results can be got in the confine, such as throughput, the crane efficiency .the better plan can be selected through the results. At last the example about the layout simulation project of fifth shanghai port's container terminal, which make designer and policy maker know the quay's structure and the performance and efficiency from the operation of the quay and the faults can be avoided in the design. The better plan can be also selected through comparing with different plan result. It helps to improve designing quality and shorten the design period.
