With the rapid development of economy and the increase of population, the threat of global water crisis arose and is becoming more and more serious. As far as China is concerned, the amount of water needed for production and living have gone up steadily for decades while problems such as water pollution,low-efficiency of water usage and shortage of water resources still exist. In some regions of the country, the conflict between supply and demand of water turns out to be very serious, and hampers the sustainable development of the society. Therefore, considering the condition of region itself, to approach development over generations in harmony and to strengthen rational allocation of water resources is becoming the only solution to deal with a series of water problem.This paper summarizes the current theories of water allocation and builds optimal water allocation model which is sustainable development oriented, based on comprehensive analysis of the character and constitution of water resources system. It also comes out with the solution of computing model.Furthermore, study takes Zhejiang province as an example, firstly tries to evaluate its regional sustainable development extent of water resources grounded on multi-parameter potential evaluation model, and secondly carries out the optimal allocation of regional water resources.In the first two chapters, study points out the shortcomings of optimal allocation of water resources at present and expatiates on the theory of sustainable development and the interrelationship coexisted among water, economic and ecological system. Mathematical means is used to approach the resolution of multi-parameter potential evaluation of water resources. The model built is applied to Zhejiang province, results and related analyses are stated.In the following two chapters, the paper dissertate the main study contents, the basic principles, the allocation methods, and the objects of water optimal allocation. Furthermore, discuss in detail the realizing system of the optimal allocation, and discuss the allocation system and some balance relation.Then, summarize the main theories of water optimal allocation and the developing direction of the theory. In the end, the optimal model of water allocation grounded on sustainable developmenttheory is built on.In the last part of the paper, study takes Zhejiang province as an example and builds its allocation model considering regional specific condition. Providing water demand and supply data, eight schemes of water distribution are computed. Study works on these results and analyses regional water supply-demand equilibrium together with coordinate development of ecology-economy system.Through these efforts, study tries to offer help for decision making of regional water planning.
