The Orientation And Evaluation Of The Retarded Trust Centre Construction Project In Hangzhou

Based on national and social legislation,the social security system is used to give some material assistance and social services to workers and community members disabled or lost employment opportunities due to old age, disability or illness, or because of natural disasters and accidents, thus ensures their fundamental right to life by law, maintains social stability.Whether there is a social security system or not and its development is an important indicator of modern civilization.To further improve the living conditions of the retarded in Hangzhou, the party committee and government of Hangzhou set a project to study the retarded people security system . First this paper reviewed the development of the retarded in Hangzhou, against the problem in current situation, conducted a comparative study of the retarded and its system operation mode in other countries and internal developed regions on its successful experience. Then in order to know basic situation and needs of the retarded and their families, the team conducted a extensive social survey. On this basis, two security programmes were designed, conducted and analysed. Then the paper focused on the funtion analysis and selection of alternative location of the Retarded Trust centre programme.Finally papers had a discussion on the financial assessment and evaluation of social benefits. Research papers provided a scientific basis for the municipal government of Hangzhou to improve the retarded social security system.
