Recently, along with the fast economic social development of city of Nan jing and the swift growth of its population, the discharge of industrial wastewater and sanitary waste enlarged in a wide-range. On the opposite, the finite self-cleaning capability of the river can not respond the direct drainage of large-quantity waste water, so the clear Qinhuai River in former days becomes seriously polluted today. Against the practical situation of the Qinhuai river catchment, a water environment regulation and control mathematical model of water quantity and quality for Qinhuai river catchment is created, and it be used in the water diversion and rearrangement.Based on the analysis of under lying surface and the runoff and flow concentration features of the Qinhuai River catchment, a catchment rainfall and runoff model has been established in the paper, rainfall and evaporation data also actual discharge information were used in the rating and certification of the model, a method for the calculation of the catchment's water resources was provided by the model. At the same time, the river network of Qinhuai River catchment has been generalized, based on this a one dimension hydraulic and water quality model was created, it was resolved by the triple method of resultant. Besides, the thought of relative important matrix has been draw from analytic hierarchy, stand deviation ratio of each index were used to form a relative important matrix, then the eigen vector was calculated, and the weight calculated by the value of eigen vector at last, thus the perfect solution of multiple objective decision has been improved. The diversion programs of Shijiu lake in the High-water period and the programs of Yangtze River in the low-water period were clustering collated using the improved perfect solution of multiple objective decision, and the evaluation results has good discreteness, thus the gist for selective preference by the decision maker was provided.Besides, protection measures for Qinhuai river catchment by diversion were given in the paper based on the analysis of the control of pollutant and the water environment protection measures by diversion;it includes the water environment protection measures for the diversion headwater zone and the upper river and diversion river itself.
