Regional water resources rational allocation is one of the effective adjust methods for water resources sustainable using.It adjusts the regional water resources and the natural and the society factor which effect the water resources by using the integrated multidimensional methods.The target of the regional water resources allocation is justice which must consider the current and long-term benefit, different regions and different departments, water resources exploitation between society, economy and environment.The paper analyses the characteristics of water resources and water resources system, and the water resources crisis in the world wide. It also reviews the study on water resources exploitation and water resources rational allocation on overseas and domestic. The paper expounds the meanings, the contents, the targets, the principles, the modes and the methods of the regional water resources rational allocation.Regional water resources rational allocation is a semi-structural decision-making issue, which has the characteristics of multi-layer, multi-object, multi-source, multi-user and multi-function, that cannot be solved by a single model, which can only be solved by allround joining, especially the water users and the decision-makers. The paper gives detail discussion on multi-user interactive decision-making supporting system, and establishes a water resources allocation simulation system according to the characteristics of water resources.The paper discusses the guidance ideas and principles of establishing the evaluation index system on water resources rational allocation, and establishes the evaluation index system including the environmental system index, social and economic system index and water resources system index.Because of the nonlinear relationship between evaluation index and evaluation ranks, the paper applies the Artificial Neural Networks method to the water resources allocation and establishes the evaluation model of Artificial Neural Networks for regional water resources rational allocation. The model does not createfunction between evaluation index and evaluation ranks, which makes the model more maneuverable and more practicable.The paper applies the established multi-user interactive water resources allocation simulation system, the evaluation index system and the evaluation model to Changshu County, Jiangsu Province. It designs 12 cases for regional water resources rational allocation, and selects the best one as the final water resources rational allocation case by the simulation system, the evaluation index system and the evaluation model.
