With the rapid development of society and economy, water resources couldn't meet the needs, especially during the dry season. The Inter-basin Water Transfer Projects provide an effective way to adjust the uneven spatial distribution of water resources and advance the society and economy of reception basins. However, the efficiency of water utilization is not desirable, because some problems exist in the process of project management. This paper studies the management mode and decision-making of Inter-basin Water Transfer Project, as well as optimal allocation of water resources to promote the comprehensive benefit of the project.Firstly, this paper emphasizes the importance of social mechanism in the management of Inter-basin Water Transfer Project based on the principles of management and the characteristics of the project. The merits and drawbacks of the government, market and social mechanisms are analyzed in order to build a management mode integrating the three mechanisms, and the management subjects of which are the government and the transfer company.In the second part, the optimization of water resource allocation and management are researched according to the situation of water shortage. The progress of water resource optimization will be divided into three modules, which are analysis of water supply and demand, optimal operation of reservoirs and optimal allocation of water resource. This paper takes the DaHuoFang Project for example, allocates water resource of reception basin under different guarantee rates of water transfer.For the decision making of water allocation are multi-object and fuzzy, as well as the multi-manager of the Inter-basin Water Transfer Project management. Multi-objective fuzzy optimization model is used by adding a factor of decision-makers weigh. Aimed at the interest conflict of the management subjects, a multi-objective group decision-making model based on satisfaction of decision-makers is used. After comparing the results of the two models, the best scheme is got.
