With the reform and development of the electricity market, grid load demand is increasing, but transmission congestion phenomenon is the inevitable result of the user load increases. The congestion occurrence will directly affect the normal operation of security and stability of the grid, so the transmission congestion problem has been more and more attention. This thesis focuses on the transmission congestion cost control model based on the current research status and the Simulated Annealing Algorithm is studied under the background. The main contents are as follows:Firstly, some background knowledge and significance about the transmission congestion are introduced in this thesis. It is important that the congestion management problem is caused by the lack of transition capacity in the competitive environment of electricity market. Research and development status of the congestion management issues at home and abroad are presented as well as the related content of the electricity market is introduced.In the second chapter, the congestion management process and cost control models are briefly introduced. After analyzing the advantages and disadvantages of traditional congestion models, an improved transmission congestion cost control model is proposed against the effect of the percentage impact on congestion cost trends. By the analysis simulation, the new model proved its feasibility and effectiveness.The third chapter describes the basic principles and characteristics of the Simulated Annealing Algorithm and then improves the algorithm. The improved management model with the new Simulated Annealing Algorithm is simulated. Analyzing and comparing the new simulated results of load984.2MW and1052.84MW with the original cases, the improved Simulated Annealing Algorithm proves to be effectiveness.In the forth chapter, combining with the current state and characteristics of the grid development, the interruptible load adjustment mechanism is lead into the improved transmission congestion cost control model. Using the improved Simulated Annealing Algorithm for interruptible load transmission congestion management model, the result is compared with the one of load1052.84MW in Chapter3and proves the feasibility of the introduction of interruptible load regulation of the transmission congestion cost control model.Finally, this article draws a conclusion:the improved transmission congestion cost control model is feasible. Furthermore, when the load is high, the interruptible load transmission congestion management model can reduce the cost. The Simulated Annealing Algorithm for solving the passive two-terminal network problems (NP) has a great advantage and the improved Simulated Annealing Algorithm can compensate the shortcomings of the algorithm. Some open problems are discussed as well.
