The innovation of electric power industry from vertical integrated monopoly to competed market creates a new developmental opportunity for electric power industry, while gives rise to many new problems and challenges such as transmission congestion which is the core to ensure the security of power grids operations.This thesis points out that the congestion management method is closely related to market transaction mode, and then the principle of congestion dispatching in power market is analyzed. For three main transaction mode in power market, different congestion management methods are introduced. The detailed calculation method of congestion cost is also discussed.With the development of power market in China, the mixed transaction mode which will appear in future is studied. Based on the research of some representative congestion management models, a congestion management model and the pricing method are presented in the mixed transaction mode. The calculating example using LINGO program shows that this congestion management method is reasonable and effective. It's a new idea of congestion management during the transition stage of China's power marketInterruptible load management (ILM) is an important part of Demand Side Management (DSM) in power market environment. The cost-benefit analysis, IL contract, implement measures and market operation are all detailed analyzed.Based on the previous research, the applications of ILM in congestion management are studied. And then, a new transmission congestion management model based on interruptible load is proposed. The calculation example of revised IEEE 14 bus system using LINGO program is demonstrated. Compared with traditional congestion approach, the results shows that the proposed model is efficient to solve congestion problem and significantly reduce the electricity purchase cost. Draw a conclusion, the participation of interruptible load in congestion management can effectively mitigate the congestion and develop the theories of transmission congestion management in power market.
