Interruptible load (IL) is an important measure of power demand side management and a tool of risk management as well as an effective manner to shift peak load. The conventional congestion management is to adjust generator outputs to release the congestion. An integrated congestion management approach is proposed which combines the IL into the congestion management so as to lower the whole expense. In this paper, the multi-periods model of the congestion management with IL is formed, and this novel mode is analyzed with optimal power flow under the condition of multi-periods. And then the congestion fees are allocated to each generator and load by means of a new power flow tracing method which is based on the proportional principle and Bialek tracing method. The numerical example shows the advantage of both the new congestion management model and the new power flow tracing method.
