Because coal is major energy in energy resources structure, SO2 pollution is becoming increasingly serious in China. Goverment environment bulletin indicate that discharging volume of SO2 in China has been the first place in the world since 1995. Coal-fired thermal power plant is leading polluting source of discharging SO2 which discharge 50% or so of total SO2. So the key of controlling SO2 pollution in China is controlling SO2 discharging of thermal power plants. As the leading technical method controlling SO2 discharge of thermal power plants,applying and development of flue gas desulphurization(FGD) technique directly affect success or failure of some importment task for example harnessing SO2 pollution and improving ambient environment quanlity, for example protecting ecology environment. In many year's development, although great achievement has been obtained, many problem have been existed. In these problems blindness of choising technique which is aroused by lacking scientific evaluation index and evaluation method appear particularly prominent. To counter this...
